FRANK W. NEVILLE Jr., 85, of Sidney, passed away at 9:05 AM on Tuesday, August 2, 2016 at Upper Valley Medical Center in Troy. He was born on March 4, 1931 in Sidney, Ohio, the son of the late Frank and Louise (Koon) Neville Sr.

Frank is survived by his wife Barbara C. Baker and four children; Karen (Neville) Hittepole of Sidney, Diane (Tim) Easton of Clayton, NC, Nancy (Phil) Walter of Sidney and David (Cathy) Neville of Sidney, 13 grandchildren and 23 great-grandchildren, 1 sister, Martha Davidson of Columbus. He was preceded in death by 1 great-granddaughter and 1 sister, Vivian Houette.

Frank and Barbara met on a blind date and were married on July 7, 1950. They were married for 66 happy years. Frank was very proud of his family and enjoyed spending time with them at family events.

To his family and friends he is known as Frank Neville, but to those in Sidney and Shelby County he is simply known as "Mr. Music". His true dedication, passion and love for music have brought Frank Neville overwhelming success and respect from those who were fortunate to know him.

Frank's love for music began at a young age while growing up in Sidney. As a student at Sidney High School Frank played in his first dance band at the age of fourteen. He continued to play music with a group of students from the University of Cincinnati, traveling up and down the Miami Valley for concert/ dances.

After graduating from Sidney High School in 1949, Frank attended The Ohio State University in Columbus. Frank is the fourth member of the Sidney High School class of 1949 to join the Hall of Honor. At OSU he composed the musical score for the Scarlet Mask University Production of "Noah's Ark". He returned to Sidney after attending OSU and continued to pursue his love and interest of music and began giving local music lessons.

Frank also began playing with a well-known local band and eventually at Piqua Catholic, Sidney Holy Angels and Lehman Catholic High Schools. His highly-decorated high school bands became known for their excellent musical and marching band performances.

After leaving the teaching field, Frank maintained his dance band activities with great success. Frank and his orchestra traveled throughout a seven state area performing and receiving recognition from the National Ballroom Association for their outstanding performances.

Frank was instrumental in organizing local community summer concerts in downtown Sidney. He and other residents initiated the Sidney Civic Band Concerts, free summer concerts to the local residents. Frank directed and led these highly successful concerts for over 25 years before retiring in 2002.

During this time, Frank also served as the director of Shelby Metropolitan Housing Authority, a position he held for 20 years. He was instrumental in bringing nearly 374 units of public housing to Sidney and Shelby County, working to give low-income families a safe place to call home. Frank is credited with capturing federal funding to construct a $3 million high rise building for senior citizens in Sidney, known as Jackson Towers.

He served in a variety of other capacities in the community, serving as the President of the Sidney Rotary Club, President of the Sidney Hi-12 Club, Past President of the Shelby County Shrine Club, President of St. Paul/s Church Council and Vice President of Tri-County Commission for services to low income residents, President of Musicians Association, Farmer Local 802. He was a member of; Temperance Lodge 73 Free and Accepted Masons, Sidney Chapter 130, Sidney Council 70, Sidney Commandeering 76, Scottish Rite Valley of Dayton, Antioch Shrine Temple of Dayton.

Frank was a member of St. Paul's United Church of Christ in Sidney where Funeral Services will be held at 10:30 AM on Monday, August 8, 2016 with Rev. James Oates officiating. Burial will follow at Cedar Point Cemetery in Pasco.
