Manuel was born on the island of Pico, Azores, the son of Antone and Marion Azevedo. He married Maria da Gloria Fraga Silva in 1875. They immigrated in 1875, settling in the Sacramento area. They had the following children, all born in California: Mamie, Manuel (b. 1883), William (1892 - 1963), Mary (b. 1877), Caroline (b. 1886), and Arthur (1888 - 1920).
