After attending Barre Academy (Barre, Vermont), Francis entered m Middlebury College (Middlebury, Vermont) in 1860.
On August 28, 1862, Francis enlisted to serve with 16th Regiment, Vermont Volunteer Infantry. Some accounts state he entered as a Private; others that he entered as 1st Lieutenant. In either case, he was promoted to 2nd Lieutenant. During the year of his service, the 16th Vermont was credited with repelling Pickett's Charge during the Battle of Gettysburg.
Francis returned to Middlebury College, graduating in 1864. In January, 1865 he re-enlisted with the 26th Regiment, New York Cavalry, and served with them through the close of the war. After studying law in Woodstock, Vermont, he was admitted to the bar in 1866. He worked as a lawyer in Belle Plain, Iowa from 1867 to 1876, then moved his practice to Cedar Rapids.
Francis served his community as a Representative in the Iowa General Assembly, 1872-1873, as a member and President of the Cedar Rapids School Board, and Alderman.
On September 5, 1865, Francis married Harriet Newton. He married Mary Virginia Loy on September 1, 1896 in Cedar Rapids, Iowa.
