James was a son of Col. Glenn O. Hall, Sr. and Mildred Odely Buckner. He graduated from Frankfurt American High School in Frankfurt, Germany, in June of 1964.

James was drafted, and began his tour in Vietnam on October 26, 1967, just after his 21st birthday. He was killed in action 2 months and 9 days later. He was awarded the Bronze Star and the Purple Heart.
