Billie was born to Walter and Minnie Wells Hawkins and had spent her lifetime in Fredericktown. She married Howard Phillips on 6 Jun 1948 at the Danville United Methodist Church with Rev Glenn Lockert officiating. Together billie and Howard operated their family dairy farm near Fredericktown. billie had been employed at the former Fink's Drug Store in Fredericktown where she was known to make the best milkshakes in town. She also had been employed at Gree Manufacturing in Fredericktown. Bille served as a 4H advisor for many years and was an active member of the Green Valley United Methodist Church.
She is survived by her husband, Howard; her son Scott Phillips of Fredericktown; her daughter Karen(Philip) Davis of Leesburg, Oh.; five grandchildren, Jason (Tara) DAvis of Hillsboro, Brenda DAvis of Pickerington, chris (Kerry) Phillips of Fredericktown, Eryn (Sam) Fawcett of Chicago and Brady (Erica) Phillips of Powell; four great grandchildren; her brother Paul (Peggy) Wells of Fredericktown and two sisters Dorothy Wiggins of Fredericktown and Thelma Ridinour of Newark.
Besides her parents she is preceded in death by a grandson Brian Davis and three brothers Luther, Carl Wells and Francis "Butch" Hawkins.
