As already noted in an earlier post, Google Books, in its "snippet views," refers to a Samuel Phipps who married Mary ("Polly") Hash. Those excerpts come from the Hash Family Historian, Vols. 9-18, 1988.

There Mary Hash is referred to as probably a daughter of Joseph and Margaret (Halsey) Hash. The excerpts advance the claim that she married Samuel Phipps and that they "left Grayson Co., VA, for Kentucky about 1840." Another excerpt appears to refer to a sister, Rachel Hash, who "is apparently the Rachel Hash who married Isaiah Phipps in Grayson Co., VA 21 Apr 1831." The excerpt then asks why they don't appear in later Grayson County records, suggesting that they could have moved to Kentucky as did Mary and her husband Samuel Phipps, although "No definite record of them has been found there. . . . "

Samuel's family does appear in records, however. Kentucky death record abstracts in Family Search, for example, refer to Samuel Phipps and his wife (and keep in mind that Polly was an extremely common nickname for Mary):
