Elmer Howard, always called Howard, was born in Gloucester City, New Jersey on October 6, 1902 to Mary Emma (Shaw) and Robert Solomon Murphy. The youngest son, he and his twin Grace Hannah were the fourth and fifth children of six.

On June 24, 1922 Howard married his first wife Evelyn Martha Bloxsom with whom he shared two children, Muriel Evelyn b. 1922 and Elizabeth "Bette" Jane b. 1928. Ten days after she gave birth to Bette Jane, Evelyn died of blood poisoning caused by an untreated blister on her foot. Evelyn is buried with her parents and baby brother Elbert Woodman in the Bloxsom family plot in Union Cemetery, Camden.

On July 18, 1931 Howard married his second wife Helen Anna Ernst who became the only mother his young children ever knew. Howard and Helen were married for almost 45 years when he died on October 25, 1975. Both Howard and Helen are buried in Berlin Cemetery, Camden County.
