Bill was a s/o Charles Wesley Carter and his 1st wife Alpha Taylor. Unfortunately that ended in divorce, when Bill was in his late teens. This is a line I follow from the Chenoweth marriage of John Chenoweth and Mary Calvert, Bill being my 6th cousin once removed. This Carter branch for the family I follow started in Ross CO., OH with the marriage in 08 Mar 1812 of Rebecca Chenoweth (4th generation) to Thomas Carter. The migration went to Illinois then Kansas. Bill's father, Charles, married Alpha on 09 Jul 1898 in Harvey Co., KS. They went to Nebraska, back to Missouri, before coming out to California prior to 1920. They were separated about the same time. Bill was the youngest of four sons and the last to die. He is found in the 1930 census living with his mother in Alameda County. He and his brother Oliver served in World War II. Bill was in service from 11 Apr 1942 to 18 Oct 1945, Bill joining the US Navy and servng on the USS MacDonough, a Farragut-class destroyer involved in the Pacific. A silver star was awarded to a Wilfred Thomas Carter, and odds are that this is the right Wilfred Thomas, though I don't know for sure. Nor am I sure if Bill had a family. His brother Austin Bennett Carter, lived and died in Texas, buried in El Paso. His two other brothers, Edgar and Oliver died in Alameda Co., CA as did Bill.
