Virginia was born on a heritage farm near Savannah, MO and graduated from Savannah High School. After attending the Platt Gard Business School in St. Joseph, MO she began her Federal career as chief clerk of the War Price and Rationing Board at Savannah. Virginia was a member of the Savannah United Methodist Church. She transferred to the Public Health Service Regional office in Kansas City in 1945.
Virginia provided the sole continuity in staff for the Water Supply and Pollution Control Program of the Missouri Basin Region since its inception in 1949 as part of the Public Health Service. Until her retirement she served as Secretary to four Regional Directors or heads of this program. Virginia's primary hobbies were shopping and travel.
