Charles was born in Floydada, Texas to Charles E. Gee, Sr. and Bennie Jack Goodson-Gee on August 2, 1947. He graduated from Lubbock Monterrey High School in 1966. He married Alice Rhea Edwards on December 31, 1966 in Lubbock, Texas. He joined the Army shortly after and was a Veteran of the Vietnam War serving in the 11th Brigade, 23rd Infantry, Americal Division. After returning from Vietnam, he joined the Odessa Police Department and served ten years with the department. In 1977, he was elected Justice of the Peace for Precinct One in Ector County.
