William McIlvain Steen was born and grew up in Lincoln, Nebraska. He attended the University of Nebraska but left school and joined the Navy when WW II started. While training to be a Navy pilot in Hastings, NE, he met his future wife, Patricia Frazier. Owing to an accident landing his plane during training he was mistakenly diagnosed with "hydocephalus" and was given a medical discharge. After his discharge, he returned to Lincoln determined to marry Pat but needed to get a job first. He started work for Pan American airline as operations manager and then moved on to Matson Navigation in San Francisco. It is at this time that he married Pat and moved to Oakland, CA. After a few years, his new father-in-law asked if he would consider buying his furniture store in Ord, NE which he did. They proceeded to have two children, Vicki Lynn and Robert LeRoy while living in Ord. In the early 1950's he packed up the family and moved to Lincoln where he had decided to return to complete his undergraduate degree. While in Lincoln they had their third child, Richard Taylor. After graduation, he was accepted into the University of Nebraska Medical School in Omaha where they then moved. Shortly after moving to Omaha they had their fourth and last child Debra Louise. He was able to complete his undergraduate and medical degrees all while supporting this family of four young children.

After graduating from medical school, he joined a small practice in Smith Center, Kansas. He remained in Smith Center for the next 10 years before moving his practice to Wilcox, Arizona. He practiced in Arizona for several years before accepting a position with the Arabian American Oil Company in Dhahran, Saudi Arabia. He stayed with ARAMCO until retiring in 1985 when he and Patricia moved back to Tucson, Arizona. There they lived until 2001 when Patricia fell ill after which, to be closer to children, they moved to Loveland, Colorado. He stayed in Loveland, close to his oldest daughter until Pat died in 2002 and his death in 2006.
