Peggy was the daughter of William Donald Clay, St. and Evelyn Bennett Clay who preceded her in death. She earned her Bachelor of Science of Nursing and Master of Science of Nursing and Doctorate of Education from the University of Alabama. She taught pediatric nursing at the Mississippi State College for women and then Associate Director for Higher Education in Jackson, MS. She then earned her Juris Doctorate with honors from the Mississippi College School of Law. She practiced health care regulatory and transactional law for Copeland, Cook. Beginning i 2003, she was federal prosecutor with the US Attorney's Office until her retirement in 2008,

She was a supporter of Guiding Eyes for the Blind which provides service dogs for blind individuals and she enjoyed taking her labrador to nursing homes for dog therapy.

A communicant of St. Andrews where he served as a Eucharistic Minister and a member of the Altar Guild. She also was active in Cursillo.

She was preceded in death by her husband and brother, William Donald Clay, Jr. She was survived byre step children and grandchildren.
