Ms. Carter was born June 25, 1942, in Bucyrus, Ohio, to Evelyn Elaine Boyer and Harry Marvin Boyer. Ms. Carter grew up in Ohio and at an early age developed a lifelong love for horses while working with her family at the fairgrounds her father managed.
After moving to Florida in the late 60's, she later moved to Tallahassee in 1974, raised her two children with much love and worked for The Department of Transportation. She retired from DOT after more than 30 years of service and devoted her life to her family and 2 grandsons. Ms. Carter loved her sweet treats, as a child she got the nickname "Cookie," as her big blue eyes lit up when dessert arrived.
Ms. Carter is survived by her son, Sean Stephens (Jeremy); daughter: Stephanie Stephens Sanford (Keith) and grandsons Cruz and Kyan Sanford; her sister: Elaine Boyer Gentle; nephew: Ty Gentle and family; niece Tiffany Young Manson-Hing and family; sister-in-law: Cynthia Boyer; niece: Sabrina Boyer; nephew: Brett Boyer and family.
Ms. Carter was preceded in death by her parents, brother, William "Billy" Boyer; sister: Iris Boyer Young; brother: Harry Marvin "Skip" Boyer, Jr.
The family will be receiving friends at Culley's MeadowWood Funeral Home, 700 Timberlane Road, Tuesday (6/21) from 6 until 8 PM. In lieu of flowers, please make donations in her honor to: Big Bend Hospice, 1723 Mahan Center Blvd, Tallahassee, Florida, 32303, (850) 876-5310.
