He was born in Miami, Oklahoma, to Philip D. Payne and Patsy (Tipton) Payne [Diggs]. He graduated from the University of Oklahoma with a bachelor's degree in business. He was a member of the Kappa Sigma fraternity. He worked as an independent contractor as a Petroleum Landman and was a certified professional Landman and a member of the American Association of Landmen. He was a member of the First Christian Church of McAlester and enjoyed tennis, golf and was an avid OU football fan. He passed away in McAlester at the age of 51. Survivors include his mother Patsy Diggs and husband, Billy, of Oklahoma City; father, Philip Payne and wife, Vergie, of Oklahoma City; brother, Philip Payne, of Gaithersburg, Md.; sister, Dale Ann Adams and husband, David, of Gaithersburg, Md. And, stepbrothers, David Diggs and wife, Grace, of New York, N.Y., Robert Diggs and wife, Mary, of Garland, Texas, James Diggs and wife, Barbara, of Jefferson City, Tenn.; stepsister, Carol Diggs and husband, Jim Siegel, of Baltimore, Md., and six nieces and nephews and other family and friends. Funeral services will be 10 a.m. Monday at Chaney's Memorial Chapel with the Rev. Pat Hackler officiating. Burial will be at the Golden Meadows area of North Town Cemetery, McAlester, under the direction of Chaney-Harkins Funeral Home of McAlester.
