Elisha Lott Carnes was born 15 October 1825 near Byram, Hinds County, Mississippi to Wells G. and Linna Carnes. He moved to Attala County at age 16 with his widowed mother, where he made his home near Sallis for half a century. He was a farmer and served as Justice of the Peace of Beat 4 for 35 years, frequently being elected without running for office. He also was active in the Methodist Church and an honored member of the Masonic Fraternity. He was the husband of Martha Ann Mabry and they had eight children, including two doctors.
