The son of Werton and Marie Whalen, Thomas attended Coupeville schools and later attended St. Martins College in Olympia and Western Washington College in Bellingham. He served with the U.S. Army during World War II in the European theater. He lived in Anacortes until he moved to Mount Vernon in 1977.

He married Gudrun Sollie on August 10, 1957 in Mount Vernon. He was survived by his wife, his brother Robert Whalen and his step-children, Edna Heine and Janet Olson, both of Seattle, and Gerald Sollie of New Orleans.
