Son of Andrew and Louisa (Firpo) Marconi, Victor attended Queen Anne High School. He worked as an electronics technician for the Civil Aeronautics Administration, then in 1949 went to work for DEWS, the Distant Early Warning System in Alaska. He retired in 1975 and went to Whidbey Island.
He was a U.S. Army veteran and an amateur radio operator. He and his wife Marion had a daughter, Sandra Leksas, and a son, Gary Marconi.
