Phillip Sheridan Carter stated on his WWI draft card that he was born in Boliver, Texas. His father was Robert Menard Carter (1877 Orange,Texas-1940 Galveston, Texas), a fisherman. His mother was Emily Carr (1870 Galveston—1893 Caplan, Galveston County, Texas). HIs mother Emily was the eleventh child of fourteen children born to a farming family. Emily’s family had moved before the Civil War from Louisiana to coastal Texas.

Phillip was the middle child of three sons born between 1893 and 1897. His mother died when he was four. Phillip and his two brothers, Sanford and Oliver, lived in the Galveston Orphan’s Home in the 1900 Census. The 1900 Galveston Storm in September damaged the building but all residents survived. In 1901, father Robert married Lucinda Bellard and the family was reunited. His stepmother had many more children, and Philip grew up in the coastal areas of Texas. His father lived his last 35 years in Galveston and died at age 63 there. He is buried in Oleander Cemetery, Galveston, Texas.

Phillip lived in Seabrook when he was inducted into the army at age 22. He was self employed as a fish and oysterman and worked with his father and brothers. At the time of his death, he was a private stationed at Fort Travis near San Antonio. He served in Company 35, 9th Battalion, 165th Depot Brigade. He died of influenza in the base hospital a month before WWI was over, a casualty of the deadly Flu Epidemic of 1918. He was 23 years old.
