Major Henry Clay Bate was born on July 28, 1839 in Sumner County, Tennessee, and he was the son of Humphrey Bate (1779–1856) and his wife Ann Franklin "Annie" (Weatherred) Bate (1804–1875).

He was married 1st on January 16, 1866 in Giles County, Tennessee to Rosabelle Simonton (ca 1845– ). He was married 2nd about 1890 to Minnie H Franklin (ca 1858– ). He was married 3rd about 1902 to Nellie Freeman (1874–1938), the daughter of F M Freeman and Mary Katherine (McCleery).

Working for the Weather Bureau and living at 902 Russell Street, Nashville, Davidson County, Tennessee, he was 77 years old and married when he died at home on May 2, 1917. Burial was the next day in Mount Olivet Cemetery, Nashville.
