United States Coast Guard Admiral. A 1924 graduate of the United States Coast Guard Academy, Richmond was commissioned an Ensign and served as an aide to Rear Admiral Frederick C. Billard, then Commandant of the Coast Guard, from 1924 until 1926. In 1928 he was promoted to Lieutenant and assigned to the USCGC Pontchartrain. After a brief time at the Philadelphia Naval Yard, now Lieutenant Commander Richmond was assigned to executive officer of the USCGC Haida until 1935. Earning a law degree in 1938, he was re-assigned to Coast Guard Headquarters until 1941. With the arrival of World War II, he was re-assigned as the commander of the Haida for one year. In 1943, Captain Richmond was sent to Europe to serve as the Senior Coast Guard Officer on the Staff of Admiral Harold Stark, Commander of US Naval Forces in Europe, a post he held until the end of the war in 1945. After spending five more years in various positions at Coast Guard Headquarters, Richmond was promoted to the rank of Rear Admiral and appointed Assistant Commandant of the Coast Guard. In June of 1954, he received a promotion to Vice Admiral and was appointed the 8th Commandant of the United States Coast Guard, a position he held until his retirement at the rank of full Admiral in June, 1962. Over his career, Admiral Richmond was awarded numerous medals and honors including the Bronze Star, Distinguished Service Medal, and the French Croix de Guerre.
