Clemence was the 6th child of 11 born to Jean Baptiste Levasseur dit Carmel and Marie Veronique Chauvin on 9 July 1808. She was baptised, on 10 Jul 1808, at Sainte-Famille-de-Boucherville Parish, by Conetroy, priest.

She married Antoine Arpin,a "fermier du lien", on 11 Jan 1825, at Saint-Joseph-de-Chambly Parish, Chambly, Quebec, officiated by J. F. Baillair priest vicar.

The family immigrated from Sainte-Marie-de-Monnoir, now known as Marieville, to Bourbonnais, Kankakee, Illinois, in 1847/1848 because of the farm land available there. Clemence's 3rd cousin, Noel Levasseur had partnered with Gurdon S. Hubbard & formed a fur trading post on the Iroquois River, near Bunkum, IL in the 1820's. Noel later was the 1st white settler, in 1832 in what is now Bourbonnais, IL & was encouraged friends & family from Marieville and vicinity to emigrate & settle the Bourbonnais, Illinois area where rich, fertile land abounded.

Clemence & Antoine had 19 children, 17 born in Canada and the last two born in Bourbonnais, Illinois; Theophile Arpin, Clémence Arpin Martel, Pierre Arpin, Delphine Arpin, Marceline Arpin Melançon, Onézime Arpin Tétreau, Pierre Delphis Arpin, Marie Geneviéve Séraphine Arpin, Florence Arpin Levasseur Bertrand, Augustin Eustace Arpin, Flavien Arpin, Rose Delima Arpin Dumond, François Xavier Arpin, baby boy Arpin, Edmond Arpin, Godfrey Arpin, Jacques Arpin, Eustaice Philomene Arpin Dumont, and Joseph Filolin Arpin.
