He was born, May 24,1923, in Biloxi, MS to James Wilson Raley of Brewton, AL and Lillie O. Joullian of Biloxi, MS, where he grew up. After residing in Metairie, LA, for 35 years, he lived in Mandeville, LA, since 1991.
Mr. Raley was employed for 34 years with Amoco Production Co. in its N.O. office as a District Petroleum Landman. He was a member of numerous professional organizations, including the Professional Landman’s Association of New Orleans and the American Association of Professional Landmen.
Mr. Raley served in the US Army 1255th Engineer Combat Battalion in WWII. He was in the Ardennes, Rhineland, and Central Europe campaigns. Upon returning from the war, he earned his bachelor’s and law degrees from University of Mississippi (Ole Miss). During the Korean Conflict he served as a US Air Force Judge Advocate General (JAG).

Interment will be in Southeast LA Veterans Cemetery in Slidell, LA.
