Doña Eulalia Francesca Josepha Callis de Fages, daughter of Don Agustín Callis and Doña Rosa Mason de Callis was born in Barcelona, Spain. In 1767 Don Agustín Callis was named captain of the Compañía Franca de Voluntarios de Cataluña, which was formed to fight a military campaign repressing the rebellions of the Native Americans of Sonora, New Spain. Eulalia Callis followed her father to New Spain and made the journey from Barcelona to Mexico City with her mother and brother sometime after 1771.

Eulalia Callis married Pedro Fages in Mexico City June 3, 1780. At the time of their marriage Eulalia Callis was twenty-one and Pedro Fages was fifty. The large discrepancy in their ages was not considered unusual for the period. Pedro Fages was considered a good match for the young Eulalia: not only was he an old family friend of the Callis family, but he was also a peninsular, and a fellow native of the region of Catalan.

In 1781 Eulalia and Pedro Fages traveled to Arizpe, Sonora, where on June 4, 1781 Eulalia gave birth to her first child. With reservation Eulalia Fages agreed to take her son and join her husband in Monterey, then the capital of the province of Alta California. Upon her arrival, she held the distinction of being the first Señora Gobernadora, wife of Pedro Fages, the second governor of Alta California. Eulalia Fages was known for her love of fashion and Christian charity. Upset at the lack of clothing worn by the Indians of Mission San Carlos, Eulalia generously gave away her own clothing.

Eulalia's tenure as a gobernadora of Alta California from 1781-1790 was often unhappy. Upset at the loss of two of her four children and feeling isolated on the California frontier, she was anxious to return to her family in Mexico City. After the resolution of an infamous marital dispute, Doña Fages was allowed to return to Mexico City in 1790. Four years after leaving Alta California Pedro Fages died leaving Eulalia Callis de Fages a widow at thirty-six.
