Age 85, of Hot Springs AR, died Thursday in Hot Springs; born in the Fire Station of Morrilton AR, where his father was Fire Chief; North Little Rock HS graduate, joining the Naval Reserve to serve eight years; football scholarship student at the University of AR in Little Rock; twenty seven year Arkansas State Police officer, retiring after attaining the rank of Lieutenant; continued career with the Pulaski County Sheriff's office, then working a a Federal Court Security Officer in Hot Springs; ordained deacon of Crystal Hill Baptist Church in North Little Rock; deacon at Center Fork Missionary Baptist Church in Hot Springs.

Predeceased by father Arthur Franklin Skipper, mother Mary Etta Evans (Mae) Skipper, brothers James, and Charles Ray Skipper.

Survivors include wife, a son, two grandchildren, and three great grandchildren.

Interment with full US Navy and ASP Honors.
