Manning enlisted into the US Army on January 25, 1873 at Louisville KY. He was described as 5-8, hazel eyes, black hair with a dark complexion. His civilian occupation was listed as blacksmith.

On June 3, 1873, he was assigned to Company I, 7th US Cavalry at Ft Snelling MN. His daily duties were listed as blacksmith. In October 1875, he was transferred to Company F, 7th US Cavalry.

Manning was killed with Custer's column during the Battle of the Little Bighorn. His remains were not identified.

Soldiers killed at the Battle of the Little Bighorn were first buried where they were found. In 1881, all known battlefield burials were moved to a mass grave on top of Last Stand Hill.
