Joseph Tyrus Barnard was born in Pennsylvania, to Joseph Barnard, Sr., and unknown mother. This Barnard line is believed to have originated in Ulster, Ireland, and probably emigrated to the U.S. in the late 1700s. They may have stayed for some time in Chester County, Pennsylvania before migrating to the Juniata area; records are so far nonexistent.

Joseph lived in Mifflin and Juniata Counties his entire life. He was appointed U.S. Postmaster of Pleasant View on 5 Dec 1862 for a two-year term. He then was an auctioneer and had a retail sales business.

He married Nancy Jane Elizabeth Hoke (dau. of David Hoke and Barbara Sease) about 1833. They had the following children:

i. Thomas S. Barnard 1834-1875
ii. John Molar Barnard 1835-1914
iii. Dr. Joseph Hoke Barnard 1838-1926
iv. David Luther Barnard 1841-1911 (twin)
v. Nancy Jane Barnard 1841-1924 (twin)
vi. Ann Eliza Barnard 1844-1929
vii. Tyrus Hoke Barnard 1847-1917

Joseph is buried at Lower Tuscarora Church and Cemetery, Academia, in plot BLS 10-6, labeled online as "Unknown Barnard" (no photo). His wife Elizabeth is buried in plot BLS 10-7 with a gravestone photo. The inscription reads: "Elizabeth, wife of Joseph Barnard died April 18, 1865."

Rev. D. J. Beale wrote about Joseph's death in the Juniata Sentinel, April 5, 1871:

"I have received with profound emotion the intelligence of the death of my excellent friend Joseph Barnard Esq., of Tuscarora Township. He was a man of more than ordinary mental force. He will leave a great void in the community. As a father, friend, and citizen he will be greatly missed. “The Fathers, where are they? And the Prophets, do they live forever?” Rev. Joseph Hoke Barnard of Waukesha, Wisconsin, one of the most talented and eloquent young ministers in the Presbyterian church, is a son of the deceased."
