Pvt Kelly enlisted into the army at Carlisle PA on January 3, 1867. He was described as 5-6, light hair, hazel eyes with a light complexion. His civilian occupation was pudler.

On March 29, 1867, he was assigned to Company E, 7th US Cavalry at Ft Haye KS. was promoted to corporal on July 1, 1870 and sergeant on September 1, 1871. Kelly was discharged at the expiration of his enlistment on January 3, 1872 in Unionville SC.

On June 5, 1872, Kelly re-enlisted into the army. He was assigned to Company E. In May 1876, Kelly became the bugler for Company F, 7th US Cavalry.

Kelly was killed with Company at the Battle of the Little Bighorn. After the battle, soldiers killed were buried on the battlefield. In 1881, all battlefield burials were re-buried in a mass grave on top of Last Stand Hill.

Kelly was survived by his wife, Kate, and three children. In 1877, she married a Sgt Curtis.
