Pvt Downing enlisted into the army on February 12, 1873 at Lebanon KY. His listed civilian occupation was laborer. Downing was described as 5'8", sandy hair, blue eyes with a florid complexion.

He was assigned to Company I, 7th US Cavalry. Company I was commanded by Capt Myles Keogh.

At the Battle of the Little Bighorn Company I was attached to LTC George A Custer's battalion. Sometime during the battle Downing was killed.

Several days after the battle most of Company I, including Capt Keogh, were found in an area between Calhoun Ridge and Last Stand Hill.

It is likely Downing was first buried where his unidentified remains had been found. In 1881 all known battlefield burials were reburied in a mass grave on top of Last Stand Hill.

On October 14, 1876, his mother was awarded a pension for the loss of her son.
