At age of four Courtney's father Elwell Otis Owens passed away on February 19, 1928 at the age of 28. After his father's death Courtney became a ward and was raised by Otis N. Reamy and his wife Bertha in Arlington, Virginia (1940 U.S. Census).

Courtney E. Owens, 90, of Laguna Niguel, CA, passed away on November 18, 2014. He leaves a loving family of three children and their families and five great grandchildren, He loved his family above all, each and everyone, deeply and abidingly.

Born in Washington D.C. January 5, 1924. He was a WWII veteran serving in the US Navy from January, 1943 thru August, 1946. He enlisted and when discharged he was a commissioned officer in Naval Intelligence. He graduated from Tulane University in February, 1947. He was employed on Capitol Hill, Washington D.C. from March, 1947 thru February, 1957, serving as an investigator for the House on Un-American Activities Committee, and Chief Investigator from 1954 to 1957.

He and his family moved to Southern California in March, 1957. The family moved to Newport Beach in 1959, having accepted a position with Townsend Engineering in Santa Ana. This began a long and exciting career as head of the Identi-Kit division, charged with the introduction and marketing of a new system of visual identification in the field of law enforcement.

He moved to Laguna Niguel in February, 1975. He joined the El Niguel Country Club in March, 1975 and remained a member for over 35 years. He retired in 1982 and during his career in Washington and with Identi-Kit, he personally like to share how he visited every state in our wonderful United States. It is also most relevant to this life story that he was blessed by the love and companionship of Mrs. Jean Morris and her dear daughters, Nancy and Tammy for the last 17 years of his life.
