Andrew was born in Franklin, Quebec.
He served in the militia during the Fenian raids.
He came to Winchester in 1868, where he had a store & a farm.
He represented Dundas in the Legislative Assembly of Ontario from 1875 to 1886. His election in 1875 was appealed, but he was reelected and served for 11 years.
He was Customs Agent at Morrisburg from 1892 to 1896.
He represented Dundas in the Canadian House of Commons from 1896 to 1911 as a Conservative member.

He married Caroline Summers in 1884. They had 4 children.

After his death the government marked his passing by acquiring Doran's Island. It was turned into a federal park and renamed Broder Island.
