Frank is a graduate of Hartly Elementary School, 1965 graduate of Smyrna High School, and a 1967 graduate of Wesley College.

Frank joined the Hartly Fire Dept. in December 1964. He had been an active voting member up until the time of his illness. Frank committed himself to the department and our community.

During his tenure Frank achieved goals that most see as unreachable. Frank reached the highest position including Fire Chief and President. He held numerous positions and offices within the state and county.

Frank was Parliamentarian of the DVFA until the time of his passing.

Frank was inducted into the state and county Fireman Hall of Fame for his dedication to the fire service. Frank served on numerous committees, including Chairman of the Pension Advisory Committee for the DVFA. One of his proudest accomplishments was writing the legislation for the pension program implemented for the Delaware fire service.

Frank also received the Good Neighbor Award from the Delaware State News in 1987.

In 2002, he received the "President's Award" for being only the second man from HVFD to serve as President of Hartly Fire Department, Kent County Volunteer Firemen's Association, and the Delaware Volunteer Firefighters Association. Past President of the Kent County Chief Association.

In 2004 he was presented the KCVFA (Ace Carrow-Morris King) Fireman of the Year Award. In 2004 Frank received tribute from the House of Representatives, Pam Thornberg and Terry Spence, for his being named KCVFA Fireman of the Year. He further was recognized in House Bill #57, Resolution #657 which read, Outstanding Service to 911 Feasibility Committee which contributed to the 911 Emergency Calling Service in Kent County.

Frank was Fireman of the year in 2009 for the DVFA and the entire State. The first man to receive this was his father, Morris W. King. Mr. King and his father Morris W. King, were the only father and son Presidents in the history of the Delaware Volunteer Firefighters Association, until 2005 when his father passed away.

In 2008 he received the State of Delaware Certificate of Service Award for 29 years of faithful service for his many years in the Pension Office as he retired in December 2008.

He served on the Board of Directors of Del-One Federal Credit Union and once retired served briefly as Chairman of the Oversight Committee of Board of Directors for Del-One Federal Credit Union.

Frank to many and all that knew him was an old school tough fire chief with the attitude that you can never give up or it can't be done. Past Chief King will be missed by all locally statewide and nationally and his dedication to the fire service will never be duplicated
