William Edmund Woodard was named after his mother's father, Edmund Stuckey. His parents, natives of South Carolina, were John Woodard and Emeline Stuckey, who located in Houston County, Georgia, about 1834. His paternal grandparents were Isaac Woodard, Sr., and Nancy Singleton Woodard.

Following the death of his parents, William Edmund Woodard, Sr. moved to Jackson Parish, Louisiana, where he married
Martha Harriet Hancock. She was born on April 21, 1842, in Yalobusha, Mississippi; died on April 16, 1913; and is buried at the Roscoe Cemetery, Roscoe, Texas.

William moved to the Louisiana Territory along with his uncles Thomas and James. William was 23 when he married Martha Harriet Hancock on September 1, 1859 in Jackson Parish, Louisiana. One boy and three girls were born while in Jackson Parish:

* Elizabeth Emma on July 29, 1860
* Laura Josephine on January 25, 1862
* John Archibald on March 5, 1866
* Susanna Lee on May 9, 1868.

As a slave owner, William Edmund Woodard, Sr. farmed until he enlisted on August 13, 1862 in the Confederate Army.
He is listed in the Monroe, Louisiana Rolls from November, 1862 to April 30, 1863. He was a private assigned to the 9th Louisiana Infantry, Company D, 13th Battalion, Louisiana (Partisan Rangers). During his term of service, he was captured in Huntsville, Alabama and was later exchanged in Vicksburg, Mississippi. At that time, he was assigned to 2nd Company M of the 12th Regiment of the Louisiana Infantry.

After the war, William Edmund Woodard, Sr., returned to Jackson Parish where he lived until he moved with his family to Ringgold, Bienville Parish, Louisiana. Three boys and two girls were born while in Bienville Parish:

* William Edmund, Jr. on October 5, 1870
* Samuel Stokes on December 20, 1872
* James Hancock on July 21, 1875
* Martha H. on October 1, 1877
* Anna Elizabeth on August 13, 1880.
