Debra L. Barnum was born in Brooklyn, New York. She graduated from Adelphi University and received a Master's degree in Fine Arts from Roosevelt University. She was a Theatre teacher for over 29 years in Pinellas County, Florida. She taught at Dixie Hollins High School.

She was also active in the International Thespian Society first as the District IV Thespian Director and then as the Florida State Director. She was responsible for bringing the State Thespian Conference from rotating between college campuses to a permanent home at the Straz Performing Arts Center in Tampa (formerly the Tampa Bay Performing Arts Center). Since moving the State conference to the Center, the attendance has grown to over ten thousand students, sponsors, and presenters making it the largest gathering of amateur actors anywhere in the world.

She served as a regional director for the Educational Theatre Association (EdTA) and was granted that organization's highest honor. She also served the Pinellas Association for Theatre Education (PATE) and the Florida Association for Theatre Education (FATE). Debra served for more than 10 years on the High School Auditions Committee of the Florida Theatre Conference and brought numerous One-Act Plays to the FTC Festival.

Debra has been recognized and honored with many awards including a Lifetime Achievement Award from the International Thespian Society.

The Florida State Thespian Society set up the Debbie Barnum Scholarship Fund in her honor to enable students to pursue their careers in theatre.

Debra always kept a Jewish home and traditions lighting Shabbos Candles even when she traveled.
