Phebe was the daughter of Peter Russell and Deborah Crosby of Andover, Mass. She was married first to John Butterfield, Jr. of Chelmsford, Mass. and Goffstown, NH. Following his death, Phebe married Samuel Robie of Goffstown, b. Hampton, NH 17 Oct 1717, d. Goffstown 18 Oct 1793, the son of Ichabod Robie and Marie Cass of Hampton Falls.
Phebe settled with her first husband on a farm in Goffstown that was later owned by Henry W. Merrill. According to Hadley, in the History of Goffstown, her husband was accidentally shot in a blacksmith shop either in Goffstown or nearby, and was brought home on horseback, where he died. He was buried in the Old Goffstown Cemetery.
Phebe had five children with her first husband, and one more with her second.
