She was born on July 8, 1940 in Lubbock County to J.R. and Mavis Heard. Billie graduated from Levelland High School in 1957. She worked 40 plus years as a bookkeeper in the cotton industry and retired in 2008. Billie enjoyed traveling with friends, reading and being with family. Billie was Elvis Presley's biggest fan. She was preceded in death by her parents J.R. and Mavis Heard, and daughter-in-law Lisa Robbins.
