He raised a large family on a farm in Manassas, Virginia, was a graduate of Georgetown (G.W. University Law), served in the U.S. Air Force and retired from the legislative affairs division of the IRS. Settling in St. Augustine, he enjoyed many happy adventures with his beloved wife, Philippa, exploring far-flung destinations or visiting his large family.
He was a talented photographer, who enjoyed boats, cars, skeet shooting, great music, a menagerie of animals and sitting down for a good TV show. He realized his dream of living in France, living part-time for seven years in Brittany. He served in the U.S. Coast Guard Auxiliary and as a Catholic lay communion minister.
He was devoted to his wife, Philippa, who survives him. Along with her, he will be dearly missed by his children, Ann Millard, James Millard (Patty), Patricia Poupore (Ralph), Philip Millard (Yanis Escobar), Mary Schmidt (Edwin), Elizabeth Harris, Peter Millard and Emily Millard; sister-in-law, Carlota Rokita (Martin); 10 grandchildren; three great-grandchildren; and many nieces and nephews.
A funeral Mass will be at the Cathedral Basilica of St. Augustine at 9 a.m. Feb. 22, 2016, followed by interment at San Lorenzo Cemetery.
The family will forever be grateful to the compassionate care of VITAS Healthcare, St. Augustine, to which contributions should be made in lieu of flowers or to Doctors Without Borders .
