Janie was born to Lester Ira Mullins and Ethel Faye Weir Mullins. She grew up in Pope County, Arkansas and graduated from Russellville High School in 1941. She married Lt. A. Milton Sims on 11-2-1944 at US Army Camp Robinson (Little Rock) and he soon shipped out for World War II. Once he returned they moved to Texas, where Janie spent the rest of her life. Janie and Milton had two sons, Robert Milton (born 9-7-1945) and David Allen (born 12-29-1949). Once the boys were grown, Janie became very active in various civic and business organizations in Lubbock and was well loved as an outgoing and caring leader. She also held a high leadership role in the United Methodist Women's organization at the conference level and as part of the General Board of Global Ministries of the UMC. As such, she traveled all over the world attending and speaking at conferences and impacting lives. In her later years she continued to be very active in senior citizens activities and never stopped dancing, laughing, and having fun until shortly before she departed for heaven in her 91st year.
