Elbert was born in Tulare, California. He served in the United States Army as a medic during World War II, stationed in France. He returned to Tulare and opened a service station and a Harley Davidson dealership, and retired from British Petroleum, formerly Arco, before moving to Waco in 1981. He owned the Quickie Food convenience store in Bellmead for over 30 years.
He was preceded in death by his wives, Alemeda Brown and Helen Marie Brown; stepsons: Gilbert, Robert, and Joseph Brown; two brothers; and two sisters.
Survivors include his daughter, Sherry Bauyer and husband, Gary; son, Kenneth Brown and wife, Jo Ann; stepdaughters, Leslie Hendrix and husband, David, and Donna Palmer and husband, Tom; eight grandchildren; several great-grandchildren; other relatives and many friends. C21
