Oscar Floyd was the son of Oscar and Sarah M. (Cowart) Ball.

Oscar married Harriett Ruth Taylor and their children were: Vernon Ray, born in 1937; Edgar, born in 1939 and Judith Ann, born in 1940.

The 1940 census gives his occupation as a Deputy (Ranger?), with the US Forest Service and living in Pajaro, Monterey County.

Law enforcement is not new to the Forest Service. Since the establishment of the first Forest Reserve in 1891, the establishment of laws, rules and regulations were necessary to regulate forest uses and protect forest resources from depredation.

A ranger service was established, first by the General Land Office (1897), and later by the US Forest Service (1905), to “patrol to prevent fire and trespass... issue minor permits, build cabins and trails, enforce grazing regulations, investigate claims and when necessary arrest for violation of forest laws.”
