Born April 5, 1943 in Oxford, Kansas, he was the son of John and Kathleen Spencer. He was raised and received his education in Winfield, graduating from Winfield High School in 1962. He then attended Cowley County Community College in Arkansas City, and graduated with an Associates Degree in 1964.
Billy was united in marriage to Lexy Wolffrum on October 19, 1974 at the Free Methodist Church in Winfield. The couple made their home in Winfield and Billy began working at Binney and Smith where he remained for over 30 years until retiring as a forklift driver.
He was a member of the First Baptist Church in Oxford. He enjoyed woodworking, including making furniture for the house. He also enjoyed going to church and playing bingo with the other residence at Riverview Manor.
His family includes: His son: Gregory Spencer of Oxford; His brothers: Harold Spencer and wife Judy, of Wellington; Kenneth Spencer and wife, Patrice of Floresville, Texas; and Several nieces nephews and cousins.
In addition to his wife and parents, Billy was preceded in death by his sister, Phyllis Lemon.
Funeral services will be held at 2:00 P.M., Wednesday, January 27, 2016 at Miles Funeral Service in Winfield. Interment will follow at Memorial Lawn Cemetery in Arkansas City.
Memorials have been established in Billy’s name for Riverview Manor and for First Baptist Church in Oxford. Contributions may be made through the funeral home.
