He was born in Decatur, IL, the son of Frank Shelley and Belva Peters Peel.
Bill had been an attorney for 20 years, practicing in Illinois and Florida. He was a US Army veteran, serving as a Captain. He had been stationed in South Korea and the US.
He is survived by his daughter, Mary K. Shelley (Ralph) Dubayah of University Park, MD; his 2 grandsons of Maryland and his brother, Donald Shelley of Macon, IL.
Services will be held in Decatur, IL. He will be buried next to his wife, Sue in Graceland Cemetery.
