As an adolescent, Joe was baptized into the RLDS Church and eventually was ordained to the office of deacon. He continued his devotion to the church until his death.
Joe was married to Emma I. Prentice on September 17, 1941, in Wray, Colorado. Together Joe and Emma raised four children, Ardyce, Ronald, Joyce, and Kenny.
Most of Joe's lifetime was spent farming in eastern Colorado and then Lamoni, Iowa, which became Joe and Emma's home in October 1948. Joe ceased farming and in 1965 began an 8-year employment as custodian at Graceland College. After retirement, Joe occupied his time with gardening and fishing.
Preceding Joe in death were his parents, brothers John and Ernest, sister Nellie, daughter Ardyce Judson, and grandson Jon Ryan Lighthill.
Survivors include his wife Emma Starnes of Lamoni, two sons, Ronald Starnes and wife Lynda of Lake Ariel, Pennsylvania, and Kenny Starnes and wife Eva of Littleton, Colorado; daughter Joyce Lighthill and husband Duane of Eagleville, Missouri, six grandchildren Scott and Shelly Judson of Dallas, Texas, Danielle and Jay Starnes, Lyndsay Lighthill, and Dylan Starnes, sister Mary Hutt of Wray, Colorado, and other relatives and friends.
A memorial fund has been established for the Lamoni Public Library in Joe's memory.
Funeral services were held at 10:30 a.m. Friday, February 22, 1991, at the Lamoni RLDS Church with elders John Slauter and Harvey Campbell officiating. Burial was in the Rose Hill Cemetery. Arrangements were made through the Slade-O'Donnell Funeral Home in Leon and Lamoni, Iowa
