Francis was born, raised, and educated in Philadelphia. He was inducted into the United States Army at the end of World War II. He worked for many years in the maintenance and custodial department for the Medford School District in New Jersey. In his free time, Francis enjoyed woodworking.

Religious services will be conducted by Rev. Joseph F. Rymdeika from St. Catherine of Siena Church, 321 Witmer Road, Horsham, PA 19044.
