Congressman. He moved to Wisconsin with his parents in 1837, attended Beloit College, studied law, and became an attorney in 1851. He was also successful in business, with investments in several Wisconsin banks and businesses. He was Jefferson County District Attorney from 1855 to 1856, and served on the Fort Atkinson school board for nearly sixty-five years. During the Civil War he served as a member of the local Board of Enrollment. Caswell was a member of the Wisconsin Assembly in 1863, 1872, and 1874, and a Delegate to the 1868 Republican national convention. He was elected to the US House in 1874 and reelected three times, serving from 1875 to 1883. After running unsuccessfully for reelection in 1882, he ran successfully in 1884 and was reelected twice, serving from 1885 to 1891. After losing his 1890 reelection race he returned to his law practice and business interests.
