Joyce was born on February 1, 1939, in Anamosa, Iowa, daughter of Willis and Carrie (Kelley) Martin.
She married Michael Blair on May 23, 1966, in Los Angeles, California.
Survivors include her husband, three children, six grandchildren and three great grandchildren and two cats.
Celebration of Life: 3-5 p.m. Sunday, January 17, 2016, at the River of Life Ministries, Cedar Rapids.
In lieu of flowers, memorials may be directed to St. Luke’s Hospice, Cedar Rapids.
