Howard was the son of the late Virgil and Emmy Evans Hoover. He was also predeceased by sisters, Jan and Jill Hoover. He is survived by his wife, Karen Bollinger Hoover. He was owner of H & K Contracting, a Christian and attended Powells Mountain Baptist Church. He was a great whistler and enjoyed ridge riding.
