Born March 13, 1932 in Newark, NJ. He graduated Pompton Lakes High School in 1950 and served as a weatherman in the Navy, 1951-55. He received an accounting degree at Fairleigh Dickinson University in 1959. Courtney served as Tax Assessor for Piscataway and later Old Bridge, where he developed the first tax reassessment computer system in NJ, his goal being fairness. He served as President of the NJ Society of Professional Assessors & VP of the NJ Assessors Association. He loved ocean fishing and kept a boat most of his life. He retired to Ocala, FL and died at home on April 26, 2015. Twice married, first to Carolyn Thompson, and is survived by her and daughters Deborah Powell, Karen Powell, Lorraine Powell and Catherine Powell and five grandchildren. Predeceased by second wife Carol Tier Powell; survived by their daughter Jacqulin Powell Audish and two granddaughters as well as Carol's children Bernard Fleming, Robert Fleming, Patrick Fleming, Christine Muller, and Carol Sereda. Survived by his devoted partner Mary Anne Potter-Babula and his siblings Barbara Schmidt, Judy Howard and Robert Powell.Ocala, Florida
