U.S. Congressman. He settled with his parents on a homestead near Lebanon, Oregon, in 1851, attended Willamette University, studied law, was admitted to the bar and commenced to practice law in Portland, Oregon, in 1875. He was a member of the Oregon State Senate, (1876-80). In 1881, he was elected as a Republican to the Forty-seventh and Forty-eighth Congresses, serving until 1885, when he declined to be a candidate for re-nomination. After his term, he served as a professor at Willamette University, (1885-89), a Multnomah circuit court judge, (1897-1907) and then practiced law. He then was director of public schools of Portland, Oregon, until his death at age 83.
