US Congressman. He grew up in Indiana, studied law and became an attorney in 1853. He was District Attorney from 1856 to 1860, and in 1860 was an unsuccessful candidate for the Illinois House. In 1862 he was elected to Congress as a Democrat and served one term, 1863 to 1865. He was defeated for reelection in 1864 and resumed his law practice. In 1868 he ran unsuccessfully for Governor. He returned to the US House in 1872 and was reelected twice, serving from 1873 to 1879. During his second House tenure he was Chairman of the Committee on War Claims and was a member of the committee that investigated the disputed Presidential election of 1876. He ran unsuccessfully for reelection in 1878, after which he again returned to Sullivan to practice law.
