US Congressman. He attended Beaver College, taught school, and studied law in Steubenville, Ohio. He relocated to Pomeroy in 1846, became an attorney and also owned the Pomeroy Weekly Telegraph newspaper. Plants was a member of the Ohio House from 1858 to 1861. He was elected to Congress as a Republican in 1864 and reelected in 1866, serving from 1865 to 1869. He was Judge of the Meigs County Circuit Court from 1873 to 1875, and served as President of the First City Bank of Pomeroy from 1878 until his death.
